On November 30, the National Development and Reform Commission and other five departments jointly issued the "Fourteenth Five-Year Plan" to support the implementation of high-quality development of the industrial transformation and upgrading demonstration zone of old industrial cities and resource-based cities. The document mentioned that adhere to the green transformation, accelerate the realization of low-carbon development, and promote the green and low-carbon transformation of energy resources. Accelerate the development of clean energy industry, adhere to both centralized and distributed, accelerate the construction of new energy power generation and equipment manufacturing bases, innovate the "photovoltaic +" model, promote the diversified layout of photovoltaic power generation, and support Baotou, Ordos, Shizuishan and other cities as well as Ningdong Energy and Chemical According to local conditions, the base and other areas use deserts, Gobi, deserts, coal mining subsidence areas, open-pit mine dumps, and closed mining areas to build wind power photovoltaic power generation bases.

Brief comment: In accordance with the requirements of carbon peak carbon neutralization, promote green and low-carbon development in key areas, protect the ecological environment, develop a circular economy, improve the quality of human settlements, and promote a comprehensive green transformation of economic and social development.

The Ministry of Industry and Information Technology issued the "14th Five-Year" Industrial Green Development Plan to encourage the development of rooftop photovoltaics

On December 3, the Ministry of Industry and Information Technology issued the "Fourteenth Five-Year Plan for Industrial Green Development". The document requires speeding up the low-carbon transformation of energy consumption and increasing the proportion of clean energy consumption. Encourage factories and parks to carry out industrial green and low-carbon microgrid construction, develop rooftop photovoltaics, decentralized wind power, diversified energy storage, high-efficiency heat pumps, etc., and promote efficient and complementary utilization of multiple energies. Increase the supply of green and low-carbon products, create green consumption scenarios, and expand consumption of new energy vehicles and photovoltaic solar thermal products. Develop large-size and high-efficiency photovoltaic modules, and promote the innovation and upgrading of smart photovoltaics and industry-specific applications.

Brief comment: Green and low-carbon development is the direction of technological revolution and industrial transformation in this era, and green economy has become the focus of global industrial competition. The "14th Five-Year Plan" period is a critical period and window period for my country to respond to climate change and achieve carbon peak goals, and it is also a key five years for the industry to achieve a green and low-carbon transition.

Zhejiang: tap the potential of distributed photovoltaics and encourage centralized composite photovoltaics

On November 29, the Zhejiang Provincial Development and Reform Commission issued the "Opinions on Promoting the High-quality Development of New Energy in Zhejiang Province (Revised Draft)." The document pointed out that vigorously promote the "wind-solar multiplier project", deepen the potential of distributed photovoltaics, and encourage centralized composite photovoltaics. The document requires that the entire county (city, district) promote the large-scale development of rooftop distributed photovoltaics, promote the integrated development of photovoltaic buildings, support the installation of distributed photovoltaics in new public buildings such as party and government agencies, schools, and hospitals, and encourage the installation of existing public buildings Distributed photovoltaics. Deepen the application of renewable energy in buildings, and carry out building rooftop photovoltaic activities. Distributed photovoltaic power plants are allowed to evade rooftop resources and start new projects through renovation and upgrading on the basis of no increase in the capacity of the original power station.

Guizhou: Complete energy investment of more than 230 billion yuan from 2021-2023

On November 30, the Guizhou Provincial Government Office issued the Action Plan for Expansion of Effective Investment in Guizhou Province (2021-2023). The document proposes: speed up the construction of energy infrastructure, and complete energy investment of more than 230 billion yuan in 2021-2023. Accelerate the development of new energy, accelerate the construction of the tens of millions of "wind and solar integration" projects in Wujiang, North-South Panjiang, and Qingshuijiang, and the construction of 5 million-level photovoltaic bases in Bijie and Southwest Guizhou. Strengthen the construction of renewable energy power infrastructure.

Amazon expands wind and solar projects

Recently, the internationally renowned company Amazon announced that it will add 18 new utility-scale wind and solar projects in the United States, Finland and other places, and will add 2 gigawatts of additional energy capacity. Amazon said that it is expected to achieve 100% of its business powered by renewable energy by 2025, which is 5 years earlier than the original plan. So far, Amazon has announced 274 global renewable energy projects.

France: From January to September, the new scale of photovoltaics exceeds 2 GW

According to statistics released by the French Ministry of Ecological Transformation, France’s new solar capacity reached 2034 MW from January to September this year, compared to 761 MW in the same period in 2020. The substantial increase in new capacity is mainly due to the increase in the number of grid-connected photovoltaics and the increase in utility-scale solar installed capacity. It is reported that since the beginning of the year, the total capacity of the solar projects that have been requested for grid connection and are waiting in line has reached 10.6 GW, an increase of 18%, of which 3 GW has signed a grid connection agreement.
