If you export LED mirrors to Europe, there's a new regulation you need to know about.
The EU Packaging and Packaging Waste Regulation (PPWR) entered into force on February 11, 2025 and generally applies from August 12, 2026. It applies to all packaging placed on the EU market -including the boxes, foam, pallets, and protective materials you use to ship your mirrors.
This is not just about being "green." It's about market access. If your packaging don't meet the requirements, your customers may face delays, extra costs, or even rejection of goods.
What does PPWR actually require?
In short, packaging must be:
Recyclable – no hard-to-separate mixed materials
Not over-packaged – no excessive empty space or unnecessary layers
Properly labeled – materials must be clearly identified
EPR registration-producers must take responsibility for waste management
How does this affect LED mirror exporters?
Most LED mirrors are packed with foam, cardboard, plastic film, and wooden pallets-each of these materials now falls under scrutiny.
Here are the key areas to watch:
- Material choices – Composite materials that are hard to separate (e.g. foam fused with film, or multi-layer plastics) will make recycling difficult and may be phased out. Where possible, use single-material packaging that is easy to recycle. PFAS (often used in grease-proof and moisture-proof coatings) and heavy metals in packaging are also restricted.
- Packaging weight & composition – Your customers may soon ask for detailed packaging data: material types, weight per component, recycle-ability, and recycled content. If you don't have this information ready, you'll be scrambling later.
- Empty space and excess packaging – Oversized cartons with too much filler will be seen as over-packaging. This not only adds cost now but could also become a compliance issue. Right-sizing your packaging -matching the box closely to the mirror size -is a simple but effective step.
- EPR registration – In most EU countries, the "producer" (often the importer or brand owner) must register packaging and pay fees. Your customers may ask you to provide packaging data to help them with this registration. This is already required in countries like Germany and France.
What should you do now?
Inventory your packaging – List all materials you use for each mirror model: carton, foam, plastic bag, pallet, tape, etc.
Know your weights – Record the weight of each packaging component. Your customers will need this for EPR reporting.
Ask your packaging supplier – Confirm if the materials are recyclable and whether they contain recycled content. Under PPWR, plastic packaging will face mandatory recycled content requirements in the coming years.
Right-size your cartons – Reduce empty space by matching box dimensions to your mirror sizes.
Stay in touch – Keep communication open with your European customers about their specific reporting needs.
A few myths to avoid
"PPWR only applies to plastics." → No. It covers all packaging materials -paper, cardboard, wood, plastic, metal, glass, and composites.
"My customer handles all of this." → Partially. But they will need data from you to do their reporting. If you don't have it ready, you become a bottleneck.
"I'll deal with it when they ask." → Too late. Compliance data takes time to gather. Start now so you're not chasing information under pressure.
