In recent years, the development of the digital economy has been highly valued in this region, and the scale of the digital economy has developed well throughout the country for many years. Therefore, relevant staff believe that it is necessary for Guangdong Province to give play to the guarantee and promotion of legislation, and to upgrade effective policies and measures in practice to laws and regulations.
Therefore, Guangdong Province has formulated the "Guangdong Province Digital Economy Promotion Regulations" (hereinafter referred to as the "Regulations"), which will come into effect on September 1. The "Regulations" are the first domestic digital economy local regulations promulgated after the national "14th Five-Year Plan" outline and the National Bureau of Statistics clarified the classification of digital economy statistics.
The Regulations have 10 chapters and 72 articles, including general provisions, digital industrialization, industrial digitalization, agricultural digitalization, service industry digitalization, data resource development and utilization protection, digital technology innovation, digital infrastructure construction, safeguard measures, supplementary provisions, etc.
The promulgation of the "Regulations" will provide a strong legal guarantee for Guangdong Province to comprehensively build a strong digital economy province. It will further implement the "strong core" and "cast soul" project to accelerate the cultivation of a new generation of strategic industrial clusters such as electronic information, software and information services, and ultra-high-definition video displays. At the same time, we will accelerate the digital transformation of the industry, improve the digital level of manufacturing enterprises, parks, and industrial clusters, and focus on solving the problem of "core shortage".
